Practically, that changes troubleshooting from the classic OBC dance to a shorter list:

Won't charge: wall outlet and GFCI first (still the #1 cause), then cord and inlet inspection for damage or corrosion, then read the indicator light pattern — it's the system telling you the fault category. Deep-discharged packs from long storage may need attention before the system resumes normal cycles.
